Des Moines' Small Business Support Center says a right-of-way permit is needed for work that disrupts or alters public streets or sidewalks, such as demolishing and rebuilding a driveway approach onto a public street.

Under Des Moines Code Sec. 102-42, the owner of property next to a public sidewalk must keep that sidewalk safe, in good repair and free from defects.
Under Des Moines Code Sec. 102-361(b), if no permanent sidewalk exists where a permanent driveway approach goes in, a permanent sidewalk section must be built through the approach unless the city engineer waives it.
