Before you replace concrete in Carlisle
Carlisle's City Permits and Applications page says most property improvement projects need a permit, and names sidewalks and driveway paving construction or replacement as examples.
Under Carlisle Code of Ordinances Sec. 136.04, the owner of property next to a public sidewalk is responsible for repairing, replacing or rebuilding broken or defective sidewalk and keeping it safe.
Carlisle's Chapter 136 sidewalk standards require replacement sidewalks in existing neighborhoods to match the old width, with a 4-foot minimum; an owner replacing more than 50 percent of their sidewalk must make it 5 feet wide.

Carlisle Code of Ordinances Sec. 135.13 says property owners pay for any culvert needed under a driveway, and City permission must be obtained before one is installed.
